Written on back: "In San Francisco's Civic Center, 456 of the 1100 Chinese technicians under the Training Programs for Chinese Technicians sponsored by the Chinese Supply Commission of the Republic of China, prepare to return to their country on July 10, 1946, abroad the S. S. General Gordon after completing one-year training programs administered by the International Training Administration of Washington. In the right foreground is one of the three Civic Center Dormitories assigned for the technicians' housing, while awaiting sailing, through the interest of Mr. T. A. Brooks, Chief Administrative Officer, City and County of San Francisco."
