PARKING PROBLEM-San Francisco, Calif.-Giant five-block-long, nine-story garage for which San Francisco's consulting architect and engineers have submitted a prospectus is shown in artist's sketch. Ground floors and basement would be occupied by stores, while the upper eight floors would be given over to auto parking. The roof, also available for car storage, could eventually be a helicopter landing field. The structure, planned to house 15,000 cars, would be approached by overpass linking with arterials.
