Written on back: "In San Francisco's Civic Center, 456 of the 1100 Chinese engineers under the Training Programs for Chinese technicians sponsored by the Chinese Supply Commission of the Republic of China, through the International Training Administration, prepare to return to China on July 10, 1946, after completing one-year training programs in the United States. Three dormitories in the Civic Center were assigned to the technicians through the interest of the Chief Administrative Officer of the City and County of San Francisco, Mr. T. A. Brooks.".
