Written on back: "At the Civic Center of San Francisco, 456 of the Chinese technicians who have completed one-year training programs sponsored by the Chinese Supply Commission of the Republic of China through the International Training Administration under an 1100-man project, register for housing at the three dormitories assigned to them. Temporary housing and office headquarters for the Training Administration were made available to expedite the return to China on July 10, 1946, of the technicians through the interest of Mr. T. A. Brooks, Chief Administrative Officer, City and County of San Francisco. In the background of this photograph is City Hall."
