Newscopy: "SURROUNDED BY works of independent artists, Sidney Kittinger begins classifying the exhibits stacked beside the Main Library in preparation for opening of the 15th Annual Free Arts Festival in Civic Center Thursday. The festival will feature paintings, sculpture and crafts produced in San Francisco. Highlight of the fete's preliminaries will be the purchase tomorrow of $3000 worth of exhibits for the City of San Francisco by a seven-man jury. The festival is sponsored by the San Francisco Art Commission."
